Dagostinia contracts internet service with an outside company and broadcasts a wireless connection within the borders for all citizens to use.  This connection is secured to ward off cyber attacks.  Other wireless connections have been sniffed from outside of the borders.  These connections are considered to be unsecured and only to be used in emergencies.
